I have the honour to refer to correspondence, terminating with your despatch No.402 of 18th November, 1938, which dealt with the report of the Hong Kong University (1937) Committee and to forward herewith six
copies of the report of a committee which has had under consideration the right development of the University.
I transmit also thirty other copies for the information of the members of the Advisory Committee on Education in
the Colonies.

The reasons for the appointment of this Committee are stated briefly in the first chapter of the
report. When the step was taken I was not oblivious of the terms of the third paragraph of your despatch cited above and I trust that my action will not be regarded as contravening in any way your wishes: indeed I believe
that should such a commission, as is suggested there, be appointed it will find that the University Development Committee has been useful in doing much spade-work that would be necessary to the Commission's task. My chief motive, however, in acting as I have was anxiety that the investigation should be completed and in your hands prior to the Vice-Chancellor's arrival in England on duty-leave at the end of this month.
